'Ammalu Amma' Project for Senior Citizens
One of the greatest social challenges Kerala faces today is the rising population of senior citizens and their growing isolation. By establishing a dedicated department for senior citizens, the Government has taken a highly exemplary step, fulfilling promises previously made to the public by leaders, including Leader of the Opposition V. D. Satheesan. To make senior care under this department more efficient, it is the need of the hour to establish a special foundation and implement a comprehensive revival initiative named the 'Ammalu Amma' project.
1. The 'Ammalu Amma' Project: A Shelter for Abandoned Parents
The number of parents abandoned by their children in their old age, after spending the best years of their lives sacrificing for them, is on the rise. The 'Ammalu Amma' project must ensure complete security and shelter for such individuals.
- Legal and Social Protection: Identify abandoned elderly individuals and guarantee them free accommodation, food, and medical treatment.
- Legal Aid: Set up a dedicated legal cell under the foundation to take strict legal action against children who abandon their parents and to help retrieve properties rightfully belonging to the parents.
2. 'Revival Project' in Collaboration with Non-Resident Keralites (NRIs)
The global Non-Resident Keralite community, which forms the backbone of Kerala's economy, feels a deep commitment toward the elderly back home. This project can actively involve them.
- Adopt a Senior Citizen: Provide opportunities for overseas individuals or organizations to financially sponsor the care of a destitute elderly individual or a senior care home in Kerala.
- Utilizing Corporate Social Responsibility (CSR) Funds: Attract CSR funds from prominent NRI businessmen and corporations in the Gulf and other regions into this foundation.
3. 'A Companion for Mother' (Ammaikkoru Koottu) – Youth Participation
- This initiative will bring immense relief to senior citizens living alone.
- Provide opportunities for Social Work students and NSS volunteers to spend time with the elderly and assist them with small daily tasks (like buying medicines or going to the bank). Participating students can be motivated with special university weightage marks or certificates.
4. Senior Market and Self-Reliance
- The experience and knowledge of physically fit senior citizens should be utilized for the benefit of society.
- Encourage senior self-help groups to manufacture products like pickles, handloom items, handicrafts, and traditional snacks. By marketing these under the brand name 'Ammalu Amma', a steady modest income can be guaranteed for them, boosting their self-confidence.
5. Digital Health Cards and Home Care Networks
- Issue an 'Ammalu Amma Digital Health Card' containing the medical history of senior citizens, and deploy mobile clinics in collaboration with local self-government bodies to conduct free monthly check-ups at the homes of bedridden patients.
- Create a pool of trained caregivers in every Panchayat through the Kudumbashree network. The Senior Citizens' Foundation can ensure their services are provided at subsidized rates.
6. Senior-Friendly Villages and Daycare Centers
- Establish 'Community Living' complexes equipped with advanced safety and healthcare facilities for elderly individuals who have no children or whose children live abroad, using a public-private-NRI partnership model.
- Alongside this, set up state-of-the-art daycare centers (Pakal Veedukal) in every Panchayat where senior citizens can socialize, read newspapers, watch television, and engage in light recreational activities.
7. Digital Literacy and Cyber Security
- Today, senior citizens are highly vulnerable to scams in the cyber world. They should be taught how to use smartphones, perform online banking, and make video calls to their children abroad. Simultaneously, the foundation should conduct awareness classes to help them avoid falling prey to cyber fraud.
8. Happiness Clubs and Tourism Initiatives
- Old age should not mean house arrest; it should be celebrated. Organize affordable pilgrimage and leisure trips for the elderly in collaboration with the KSRTC. Start laughter clubs and yoga classes at the local level to boost their mental and emotional well-being.
9. Intergenerational Bonding
- Introduce programs that connect children in orphanages with residents of senior care homes. While the children receive the love, wisdom, and stories of grandparents, the elderly will gain immense joy and freedom from loneliness.
10. Senior-Friendly Call Center and Emergency Assistance
- Launch a 24-hour toll-free helpline number and a mobile application under the foundation to address emergencies, including sudden health crises or safety threats faced by senior citizens.
AMMALU AMMA
"The culture of a society is measured by how it treats and protects its elderly."
Beyond being a mere welfare scheme, the core objective of the 'Ammalu Amma' project must be to implement an 'Active Ageing' policy that restores dignity, happiness, and a sense of purpose to our senior citizens. If a dedicated foundation and project named 'Ammalu Amma' are introduced under the newly formed Senior Citizens' Department, it will become a historic social revolution and a global model. We hope the Honorable Chief Minister will take the lead in implementing this project with the active cooperation of the global Malayali diaspora and precise planning.
