ഭരണകൂടം സൃഷ്ടിച്ച മഹാദുരന്തവും ഒളിച്ചുവെച്ച സത്യങ്ങളും

കേരളത്തെ തകർത്തെറിഞ്ഞ 2018-ലെ മഹാപ്രളയം പ്രകൃതിയുടെ സ്വാഭാവിക പ്രതിഭാസം മാത്രമായിരുന്നോ അതോ ഭരണകൂടം ആസൂത്രണം ചെയ്ത ഒരു ദുരന്തമായിരുന്നു ? അഞ്ഞൂറോളം മനുഷ്യജീവനുകൾ പൊലിഞ്ഞ, കോടിക്കണക്കിന് രൂപയുടെ നാശനഷ്ടങ്ങൾ സംഭവിച്ച ആ കാലഘട്ടത്തെക്കുറിച്ച് ഗൗരവകരമായ ചില വസ്തുതകൾ ഇന്നും ചർച്ച ചെയ്യപ്പെടേണ്ടതുണ്ട്.

അവഗണിക്കപ്പെട്ട മുന്നറിയിപ്പുകൾ

2018-ലെ പ്രളയം ഒരു മനുഷ്യനിർമ്മിത ദുരന്തമാണെന്ന് ആ കാലഘട്ടത്തിൽ തന്നെ പറവൂർ എംഎൽഎ ആയിരുന്ന വി.ഡി. സതീശൻ പല വേദികളിലും തെളിവുകൾ സഹിതം തുറന്നു പറഞ്ഞിരുന്നു. എന്നാൽ നിർഭാഗ്യവശാൽ, കേരളത്തിലെ ഒരു മുഖ്യധാരാ മാധ്യമങ്ങളും ആ വെളിപ്പെടുത്തലുകളെ മുഖവിലക്കെടുക്കാൻ അന്ന് തയ്യാറായില്ല. രാഷ്ട്രീയ താല്പര്യങ്ങൾക്കായി സത്യങ്ങൾ കുഴിച്ചുമൂടപ്പെടുകയായിരുന്നു.

ശാസ്ത്രത്തെ വെല്ലുവിളിച്ച ഡാം മാനേജ്‌മെന്റ്

സാധാരണയായി അണക്കെട്ടുകൾ തുറക്കുന്നത് കടലിലെ വേലിയേറ്റവും വേലിയിറക്കവും കൃത്യമായി കണക്കുകൂട്ടിയാണ്. ഇടുക്കി പോലുള്ള മലയോര ജില്ലകളിലെ ഡാമുകൾ തുറക്കുമ്പോൾ ആ വെള്ളം കടലിലെത്താൻ ഏകദേശം ഏഴോ എട്ടോ മണിക്കൂറുകൾ എടുക്കും. സാധാരണയായി ഡാമുകൾ തുറക്കുന്നത് കടലിലെ വേലിയേറ്റവും വേലിയിറക്കവും കണക്കുകൂട്ടിയാണ് . എന്നാൽ നമ്മുടെ ഭരണകൂടം എഞ്ചിനീയർമാരുമായി ഒത്തുകളിച്ചുകൊണ്ട് ഡാമുകൾ തുറക്കുന്നത് മനപ്പൂർവ്വം വൈകിപ്പിച്ചു. ഒടുവിൽ ഡാമുകളിൽ അമിതമായി വെള്ളം നിറയുകയും ഡാമുകൾ പൊട്ടാൻ വരെ സാധ്യതയുണ്ടെന്ന ഘട്ടം വന്നപ്പോൾ, യാതൊരു മുൻകരുതലുമില്ലാതെ കേരളത്തിലെ എല്ലാ ഡാമുകളും ഒരേ സമയം തുറന്നുവിടുകയായിരുന്നു.

മന്ത്രിമാരുടെ ചേരിപ്പോരും വ്യക്തിഗത അജണ്ടകളും

ഈ ദുരന്തത്തിന് ആക്കം കൂട്ടിയത് അന്നത്തെ ഭരണസിരാകേന്ദ്രങ്ങളിൽ നടന്ന അധികാര വടംവലികളാണ്. വൈദ്യുതി മന്ത്രിയായിരുന്ന എം.എം. മണിയും ജലസേചന മന്ത്രിയായിരുന്ന മാത്യു ടി. തോമസുംതമ്മിലുണ്ടായിരുന്ന ചേരിപ്പോര് പ്രളയത്തിന്റെ തീവ്രത വർദ്ധിപ്പിച്ചു. ജനങ്ങളുടെ സുരക്ഷയേക്കാൾ സ്വന്തം അജണ്ടകൾ നടപ്പിലാക്കാനാണ് മാത്യു ടി. തോമസ് അന്ന് ശ്രമിച്ചത്. ഈ വിവരം ഇന്നത്തെ ജലസേചന മന്ത്രി കെ. കൃഷ്ണൻകുട്ടി തന്നെ വെളിപ്പെടുത്തിയത് ഈ ആരോപണങ്ങൾക്ക് അടിവരയിടുന്നു. ഈ വഞ്ചനയുടെ തെളിവുകൾ ജനമധ്യത്തിൽ എത്തിച്ചത് മൂവാറ്റുപുഴ എംഎൽഎ മാത്യു കുഴൽനാടൻ ആയിരുന്നു.

ദുരിതാശ്വാസ നിധിയിലെ കൊള്ളയും ഊരാളുങ്കലും

പ്രളയത്തിൽ സർവ്വസ്വവും നഷ്ടപ്പെട്ടവർക്കായി ലോകമെമ്പാടുമുള്ള മലയാളി നൽകിയ ദുരിതാശ്വാസ നിധിയിലെ പണം പോലും 2019-ലെ തിരഞ്ഞെടുപ്പ് പരസ്യങ്ങൾക്കായി ഭരണകൂടം മുക്കി. പമ്പാ നദി ശുദ്ധീകരണത്തിന്റെ പേരിലും, തകർന്ന പാലങ്ങൾ പുനർനിർമ്മിക്കാനുമായി കോടികൾ ടെണ്ടറില്ലാതെ മുഖ്യമന്ത്രിയുടെ മരുമകന്റെ സ്വാധീനത്തിലുള്ള ഊരാളുങ്കൽ സൊസൈറ്റിക്ക് നൽകി. പിണറായി വിജയനും കുടുംബവും ഒരു വശത്ത് കോടീശ്വരന്മാരായപ്പോൾ, മറുവശത്ത് മണൽ മാഫിയകളും തമിഴ്‌നാട്ടിലെ കോൺട്രാക്ടർമാരും ചേർന്ന് കേരളത്തെ കൊള്ളയടിക്കുകയായിരുന്നു.

രക്ഷകരെ വേട്ടയാടുന്ന സർക്കാർ

സർക്കാർ സംവിധാനങ്ങൾ പരാജയപ്പെട്ടപ്പോൾ സ്വന്തം ജീപ്പുകളും വലിയ വാഹനങ്ങളുമായി ജീവൻ പണയപ്പെടുത്തി രംഗത്തിറങ്ങിയത് നമ്മുടെ യുവാക്കളാണ്. ആയിരങ്ങളെ മരണത്തിൽ നിന്ന് രക്ഷിച്ച അവരെ സഹായിക്കുന്നതിന് പകരം പിന്നീട് വേട്ടയാടാനാണ് സർക്കാർ ശ്രമിച്ചത്. ഫണ്ട് മുക്കിയവരെ സംരക്ഷിക്കുകയും സേവനം ചെയ്തവരെ ശിക്ഷിക്കുകയും ചെയ്യുന്ന നയമാണ് ഈ ഭരണകൂടം സ്വീകരിച്ചത്.

തിരുത്തേണ്ട കാലം

ബുദ്ധിയുള്ള പൊന്മാൻ കിണറ്റിൽ മാത്രമേ മുട്ടയിടൂ എന്ന് പറയുന്നതുപോലെ, നമ്മുടെ ഒരു പിഴവാണ് രണ്ടാം പിണറായി സർക്കാരിന് വഴിയൊരുക്കിയത്. ഈ ചതികൾക്കും കൊള്ളകൾക്കും വരാനിരിക്കുന്ന തിരഞ്ഞെടുപ്പിൽ നാം മറുപടി നൽകണം. നിങ്ങളുടെ വിലപ്പെട്ട സമ്മതിദാനാവകാശം ബുദ്ധിപൂർവ്വം ഉപയോഗിക്കുക. അഴിമതിയും വഞ്ചനയും നടത്തിയവരെ വെറുതെ വിട്ടുകൂടാ; അവരെ കയ്യാമം വെച്ച് ജനങ്ങളുടെ മുന്നിലൂടെ നടത്തേണ്ട സമയം അതിക്രമിച്ചിരിക്കുന്നു.

Normally, dam shutters are opened by calculating high and low tides. Water from dams in hilly districts like Idukki takes about seven to eight hours to reach the sea. However, the government, in collusion with certain engineers, delayed opening the shutters. When the dams reached critical levels and faced the risk of bursting, the administration opened all the shutters simultaneously without any foresight, drowning the state.

Ministerial Infighting and Private Agendas

The intensity of the disaster was fueled by the ego clashes between then Electricity Minister M.M. Mani and Water Resources Minister Matthew T. Thomas. It is alleged that Matthew T. Thomas prioritized his personal agendas over public safety. This was later corroborated by the current Water Resources Minister, K. Krishnankutty, who exposed the "treachery" of his predecessor. These details, supported by evidence, were brought to the public eye by Muvattupuzha MLA Mathew Kuzhalnadan.

The Looting of Relief Funds and Uralungal

The money donated by Malayalis worldwide to the Chief Minister’s Distress Relief Fund (CMDRF) was reportedly diverted for the 2019 election advertisements. Furthermore, massive contracts for Pamba river cleaning and bridge reconstruction were awarded without tenders to the Uralungal Society, which is closely linked to the Chief Minister’s son-in-law. While Pinarayi Vijayan, his family, and his cronies grew wealthy, the common citizens were left in ruins.

Persecuting the Saviors

When the government machinery failed, it was the local youth who risked their lives with their jeeps and heavy vehicles to rescue thousands. Instead of honoring them, the government later chose to hunt them down legally. This administration has a history of protecting those who embezzle funds while punishing those who speak the truth.

A Time for Correction

As the saying goes, "A wise kingfisher only lays eggs in a well"—our previous mistakes paved the way for the second Pinarayi government. We are now suffering the consequences of that choice. This election is an opportunity to respond to the sand mafias and contractors who sold out Kerala. Use your vote wisely. Those who orchestrated this betrayal should not just be defeated but should be held legally accountable for the lives lost.
