ഊരാളുങ്കൽ സൊസൈറ്റിക്ക് കഴിഞ്ഞ പത്ത് വർഷത്തിനിടയിൽ നൽകിയ ഓരോ പദ്ധതിയും, അവയുടെ ടെണ്ടർ നടപടികളും, നിർമ്മാണ നിലവാരവും സൂക്ഷ്മമായി പരിശോധിക്കപ്പെടേണ്ടതുണ്ട്. അടുത്തതായി അധികാരത്തിൽ വരുന്ന സർക്കാർ, ഹൈക്കോടതിയിലെ സിറ്റിംഗ് ജഡ്ജിയുടെ നേതൃത്വത്തിൽ ഒരു ജുഡീഷ്യൽ കമ്മീഷനെ ഇതിനായി അടിയന്തരമായി നിയോഗിക്കണം. വയനാട്ടിലെ ദുരന്തബാധിതരുടെ കണ്ണുനീരിന് വില നൽകാതെ അഴിമതിക്ക് കൂട്ടുനിന്ന ഉദ്യോഗസ്ഥരെയും രാഷ്ട്രീയക്കാരെയും നിയമത്തിന് മുന്നിൽ കൊണ്ടുവരാൻ ഇത്തരം ഒരു അന്വേഷണം അത്യന്താപേക്ഷിതമാണ്.

തൃപ്തികരമെങ്കിൽ മാത്രമേ പണം നൽകൂ എന്ന് സർക്കാർ പറയുമ്പോഴും, ഈ ദുരവസ്ഥയിലേക്ക് കാര്യങ്ങളെ എത്തിച്ച ഉദ്യോഗസ്ഥർക്കും കരാറുകാർക്കുമെതിരെ എന്ത് നടപടിയെടുത്തു എന്നത് ചോദ്യചിഹ്നമായി അവശേഷിക്കുന്നു. കേരളം ഒരു വിപത്തിനെ അതിജീവിക്കുമ്പോൾ, അതിനിടയിൽ ലാഭം കൊയ്യാൻ നോക്കുന്ന കോർപ്പറേറ്റ്-രാഷ്ട്രീയ സഖ്യം ജനാധിപത്യത്തിന് തന്നെ ഭീഷണിയാണ്.

Cracks in the Promises
The plight of Noufal, who lost 16 members of his family in the landslide, is not an isolated incident. The authorities initially tried to dismiss the cracks found on the terrace and the dining hall ceiling of his new house as mere "pencil lines." However, after a direct visit by Revenue Minister K. Rajan, who admitted the cracks were serious, they were forced to backtrack. This is a severe blow to the claims of construction quality maintained by Uralungal.
- Leaking Roofs: Due to defects in concreting, rainwater is seeping through the ceilings.
- Substandard Construction: Bedroom doors are breaking, and metal sheets are being used instead of proper sunshades. This ensures certain leakage and destruction in the coming years.
Uralungal and the Tales of Untendered Corruption
The primary reason for these failures is the excessive freedom and backdoor support provided to ULCCS by the Pinarayi government. Public Works Minister P.A. Mohammed Riyas and the Chief Minister are handing over projects worth crores to this company without any competitive tendering process.
Monopolization: By avoiding competitive tenders and handing projects directly to Uralungal, transparency is completely lost.
Past Failures: Many bridges and roads built by the same company after the 2018 floods developed cracks within a short period. Despite this, why does the government continue to entrust them with vital projects?
Public Money, Private Profit: Allegations are strengthening that massive corruption is taking place in these constructions using taxpayers' money.
Multi-Crore Projects and Skyrocketing Turnover
Over the last ten years, the Uralungal Labour Contract Cooperative Society (ULCCS) has achieved unparalleled growth in Kerala's construction sector. From a mere 76 crore rupees in 2012, the society's annual turnover has surged to 2,500 crore rupees within a decade. Statistics indicate that the society currently holds nearly five hundred projects at various stages, with a combined value exceeding 650 crore rupees. By leveraging special exemptions granted by the Kerala government in tendering procedures, this society undertakes approximately 70% of the works in the public works sector. According to CAG reports, the fact that projects worth billions have been handed over by violating set limits and through special cabinet decisions adds significant weight to corruption allegations.
Major National Highway Development and Large-Scale Projects
The society's most significant achievement is the construction of a 39-kilometer six-lane highway from Thalapady to Chengala in Kasaragod district as part of the National Highway 66 development. This massive project, valued at approximately 1,704 crore rupees, was completed in record time. Other major undertakings include the Kozhikode City Road Improvement Project (600 crore), the Alappuzha-Changanassery Road modernization (600 crore), and the Punnappuzha rejuvenation project (200 crore). Contracts for flats under the LIFE Mission project and the IAS Housing Complex in Thiruvananthapuram (126 crore) have also been awarded to Uralungal. There must be an investigation into why a society managing tens of thousands of crores in government projects carried out substandard construction in disaster-affected areas like Wayanad.
A Judicial Inquiry is Essential: The Responsibility of the Next Government
Every single project awarded to the Uralungal Society over the last ten years, along with its tendering process and construction quality, must be subjected to rigorous scrutiny. The next government to assume power must immediately appoint a Judicial Commission led by a sitting judge of the High Court for this purpose. Such an inquiry is vital to bring before the law the officials and politicians who colluded in corruption, disregarding the tears of the disaster victims in Wayanad.
Scientific tests must be conducted regarding the structural weakness of the buildings, defects in concreting, and the corruption involved in using metal sheets instead of proper sunshades. A mere departmental inquiry cannot uncover the depth of this unholy alliance between Uralungal and the administration. A judicial inquiry is the only way to ensure exemplary punishment for those who loot public property and compromise on construction standards.
The People’s Question
"Do you need our tears to make your profit?" ask the people of Wayanad. The company's claim that they can fix the cracks through 'Epoxy Pressure Grouting' is merely a temporary whitewash. What is the use of such repairs if the very structure of the house lacks strength?
While the government states that payments will only be made if the beneficiaries are satisfied, the question remains: what action has been taken against the officials and contractors who brought things to this pathetic state? As Kerala survives a catastrophe, the corporate-political alliance looking to reap profits in the midst of it is a threat to democracy itself.
Footnote: The cracks haven't just formed in the houses; they have formed in the people's trust in this administration. It is not the concrete that needs "grouting," but the government’s corrupt policies.
